| This paper introduces the concepts of reachability and observability over rings, and the strong modal reachability and observability for two dimensional systems. By the methods of module theory, ideal theory and algebraic geometry, simple criteria for these reachability and observability, and the sufficient conditions for stabilizing the system are obtained. |
